Fuel Oil Market Guide
A working reference to the fuel oil complex — grades, specifications, pricing mechanics and the structural drivers behind bunker premiums.
The grades
- VLSFO — very low sulphur fuel oil, maximum 0.50% sulphur, the default marine fuel since IMO 2020.
- HSFO — high sulphur fuel oil, typically 3.5% sulphur, economic only for scrubber-fitted vessels.
- ULSFO — ultra low sulphur fuel oil at 0.10% sulphur, required inside emission control areas.
- MGO — marine gasoil, a distillate alternative used where residual fuel is unsuitable or unavailable.
Specification basics
ISO 8217 governs marine fuel specification. Operationally, the parameters that generate the most claims are viscosity, density, sulphur, water and sediment content, aluminium plus silicon (catalyst fines), pour point and stability. Compatibility between bunker stems matters as much as absolute quality: commingling incompatible fuels can precipitate sludge.
How fuel oil is priced
Bunker prices are typically built from a benchmark cargo assessment plus a delivered premium reflecting barge logistics, credit, volume and local competition. The two spreads traders watch most closely are the VLSFO–HSFO spread, which drives scrubber payback, and the hub-to-hub differential, which drives where vessels choose to stem.
Bunkering hubs
Singapore is the largest bunkering port by volume, followed by hubs including Rotterdam, Fujairah, Zhoushan, Panama and Houston. Each hub has distinct barge availability, blending practice and quality-claim profile.
Demand drivers
- Vessel activity and tonne-mile demand across dry bulk, tanker and container trades
- Scrubber installation rates and payback economics
- Refinery residue supply and upgrading capacity
- Power-sector burn in fuel-oil-dependent grids, especially in summer peaks
- Regulation, including emission control areas, EU ETS scope and FuelEU Maritime
Where blending economics bite
Residual fuel is a blend. Component availability — straight-run residue, slurry, vacuum gasoil, cutter stock — determines whether a hub can supply on-spec VLSFO at competitive cost. Component tightness usually shows up first in delivered premiums, not in cargo benchmarks.
